Rosalina Trueba

Dominican Republic Counsel · Cross-Border Investment & Market Entry

Rosalina Trueba is a Dominican attorney, business executive and Founding Partner of Díaz Trueba Abogados, a boutique firm focused on complex disputes, labour strategy and white-collar criminal defence. With three decades of practice, she advises international investors, boards and operating companies on market entry, acquisitions, free-zone regimes and workforce risk. In premium tobacco, she led the labour and social-security workstream in a major multinational acquisition involving more than 5,000 employees, direct experience of the scale, workforce complexity and execution discipline required by export-oriented cigar operations in the Dominican Republic, the world’s leading exporter of premium handmade cigars.

Her profile combines institutional standing, commercial experience and dispute-resolution leadership. She serves as a full member of the National Social Security Council (CNSS), the highest governing body of the Dominican Social Security System, representing the employer sector on behalf of COPARDOM, the Dominican Employers Confederation; and represents employers on the Labour Advisory Council. She has served on the legal advisory team for Labour Code reform of CONEP, the country’s principal private-sector umbrella organisation, and joined its 2022 and 2023 employer delegations to the International Labour Organization (ILO) in Geneva. She was President of Premaman and Vice President of Office Depot® while those international franchises operated in the Dominican Republic. She is also a co-founder of Concordium, an independent platform for the confidential mediation of complex commercial, labour, healthcare and social-security disputes.

Ms. Trueba brings to PTL Group the legal, regulatory and institutional capabilities required to execute cross-border opportunities in the Dominican Republic. She leads legal and transaction structuring, regulatory pathways, counterparty and workforce due diligence, free-zone compliance and dispute-risk management, providing partner-led counsel from opportunity assessment through implementation.
